Public Sector Decarbonisation Scheme

OVERVIEW

The MEP Consultancy Co secured funding for this decarbonisation project before being appointed to deliver the full mechanical, electrical and public health (MEP) design package. The scheme was developed to improve the school’s energy efficiency, reduce carbon emissions and modernise its building services while maintaining a fully operational learning environment. The project included a complete plantroom upgrade, the installation of air source heat pumps (ASHPs) and solar PV, a new heating distribution system, a full LED lighting upgrade and a complete electrical rewire throughout the school. The MEP Consultancy Co also acted as Contract Administrator, representing the school throughout the delivery of the project.

BRIEF

The project began with comprehensive condition surveys and the preparation of a pre-tender design package to support the school’s successful Public Sector Decarbonisation Scheme funding application. Following the successful funding award, The MEP Consultancy Co was appointed to deliver the full design for the replacement mechanical, electrical and public health systems. The objective was to create a low-carbon, energy-efficient school by replacing ageing infrastructure with modern, sustainable building services while ensuring the works could be delivered with minimal disruption to day-to-day school activities.

CHALLENGE

Delivering a major decarbonisation scheme within a live school environment required careful planning, coordination and phased implementation. The project involved managing multiple specialist contractors during school holidays to maximise access for disruptive works while reducing the impact on staff and pupils during term time. Additional challenges included designing around restricted service routes with limited ceiling and floor voids, as well as identifying a suitable location and obtaining planning approval for the external air source heat pump compound. Throughout the project, careful coordination was essential to maintain the school’s operation while safely delivering the extensive refurbishment works.

OUTCOME

Completed in November 2023, the project successfully transformed the school’s mechanical and electrical infrastructure, significantly improving its energy performance and reducing operational carbon emissions. The installation of new air source heat pumps, solar PV, upgraded heating distribution, energy-efficient LED lighting and a fully modernised electrical installation has created a more sustainable, future-ready learning environment. By combining technical expertise with effective project and contract administration, The MEP Consultancy Co delivered a successful decarbonisation programme that met the school’s operational requirements while supporting its long-term sustainability objectives.
